What Does the White Horse of Rohan Symbolise?

The White Horse of Rohan is the heraldic emblem of the House of Eorl — the royal line of Rohan — and the national symbol of the entire kingdom. In Tolkien's lore it represents the symbiotic bond between the Rohirrim and their horses, especially the Mearas — the greatest horses in Middle-earth, descended from Nahar, the horse of the Vala Oromë. The Horse-Lords — Why the Mearas Mattered

At the Pelennor Fields, it was the Rohirrim who arrived at the critical moment — six thousand riders cresting the hill at dawn, the horn-cry cutting through the terror of the Nazgûl's presence, the white horse standard visible above the charge as Théoden rode out in front. The white horse on the banner was the last thing the Witch-king's forces saw before the tide turned. That image — a galloping white horse against the dawn sky — is the image this pendant carries.

The horse was also Éowyn's symbol when she rode to the Pelennor in disguise as Dernhelm.
